The existence of the Internal Reporting Channel corresponds to a legal obligation under the General Regulation for the Prevention of Corruption (RGPC), established by Decree-Law No. 109-E/2021 of December 9, and the General Regulation for the Protection of Whistleblowers (RGPDI), established by Law No. 93/2021 of December 20, which implements Directive (EU) 2019/1937 of the European Parliament and of the Council of December 23. This law transposes Directive (EU) 2019/1937 of the European Parliament and of the Council of October 23, 2019 on the protection of persons who report breaches of European Union law into national law.
The effective implementation of the channel takes place within the framework of the RGPDI by linking regulations.
The aim of the RGPDI is to ensure the protection of the INDIVIDUAL who, on the basis of information obtained in the course of his or her professional activity, reports or makes public a criminal offense that has been committed, is being committed or can reasonably be expected to be committed, as well as the attempt to conceal it.

According to the provisions of the RGPDI, a whistleblower is a person who has a direct or indirect PROFESSIONAL RELATIONSHIP with SCML:
The fact that the complaint is based on information obtained in the context of a now terminated professional relationship with SCML (former employees) or during the recruitment process or any other pre-contractual negotiation phase of an existing or non-existing professional relationship with SCML does not prevent a natural person from being considered as a complainant.
A report requires GOOD FAITH and REASONABLE GROUNDS to believe that the information is true at the time of the report or disclosure.
Complaints will always be submitted, processed and recorded confidentially, with the complainant's name and contact details or, at the complainant's express request, completely anonymously.
